Why does the author distinguish between the allegation as to the counselling of violence by Ettor and the allegation by Ettor that the woman was shot by a policeman or militiaman ? How does the author know ? In the second paragraph he makes a series of statements which to uninitiated minds are very apt to be taken pro confesso: " They must not gather to talk over their grievances ; they must not speak to any working- man not a striker; they must not speak above a whisper.
