Building a North American Community
This document, taken directly from the CFR web site, outlines the plan for the United States to extend NAFTA into a union with Mexico and Canada. The document describes the union as being focused on economics and defense, and less of a confederacy or union than the European Union tries to be. Steps for action include establishing a common security perimeter by 2010, develop a North American Border Pass with biometric identifiers, develop a border action plan, expand border infrastructure.
